im going to buy a rogue 24 fret 4string bas from a freinds little bro but he said he droped it and when i tried it out the was a HUGE hum over the amp is it a problem with the pre amp i dont know i asked the kid but the ungratefull little welp said he drop it!!!! #evil i said id buy it for $30 how much will cost to buy a new pre amp and have it installed?

It's probably an issue with grounding on the bass. Rogue is a fairly cheap brand, highest priced instrument I saw on their site was under $300... as such, that's the sort of quality you have to expect. I'm not sure you'll ever quite get rid of the hum.
At $30, it could be a fun project bass though. You can make sure all the solder points are solid and fix anything that's bad. If, say for example, there are bare ground wires contacting other wires, use some teflon tape or electrical tape on the ground wire, it may cancel out some of the hum. However, cheap (and some expensive) pickups hum... that's the way of things.

dude this was way beyond the hum that some pickups create this was a unaturral hum that practically hid the notes

have you ruled out poor grounding?
Does the hum occur with other basses in the amp?

Indeed, a severe enough ground problem will create a hum so bad that you wont be able to hear the actual strings at all. Unless you have active electronics, thats really all that could cause the issue. Check the input jack and pots...
