8s are usually 4 doubled strings, like a standard bass with octave strings.

I've never seen 7 or 9s.

Depends on the bass.

Correct me if I'm mistaken 6-7-9-10-11 string bases are usually strung with a low B are they not and then go up from there??

Depends on the PLAYER!
I use a six string bass, and I tune it EADGCF. Nice octaves all the way across the fretboard, brilliant fast slap and fixed position soloing, etc.
Yet the guy or gal who posts after me will probably call me full crazy for tuning this way, and will proceed to talk about how they prefer to tune.

It's as individual a thing as basses are. True, many people do opt for the low B, tuning to BEADGCF or BEADGBE, or even BDEADGC.

Who is right? Nobody.
Who is wrong? Nobody.

At the end of the day, tuning keys allow us to tune however we want to, and then change it in a flash.

It's entirely up to the individual. However, B E A ... is the most common way to tune a bass with any more than four strings.

Just depends on the bass and person. When I bought my seven string it came strung with a low F#. I tried it for awhile but changed it to B-F. This works best for me since I can still use a wound string for the high F. Just wasn't much use for that low F#.
