Ibanez is good quality stuff. In the "beginner" stage I'm not sure it matters that much, however you should get something that feels comfortable and is affordable. Check out Mexican made Fenders, Squiers, Yamaha, Rogue. There's a ton of beginner level basses out there. Check out www.musiciansfriend.com, you'll find alot in the under $300.00 range.
You're going to want an amp if you want to hear yourself. Again, you can get something small and affordable - say $100-150 that'll be good enough to get you going.
Honestly you should be able to grab a bass, amp, strap, and a cable for under $300 if you shop around.
You don't necessarily have to get the cheapest stuff around. I mean there's nothing wrong with starting your musical education on high quality gear. But with today's technology in guitar building, even lower quality gear is pretty good. Good enough to get started on that is. Take your time and try a few guitars out just to see how they feel to you. Good luck

By the way, alot of companies now are putting out these "starter kits" including and bass, a small amp and all the necessary extras. I know that Squier does and probably some other companies as well. If you are budget minded you might want to check these deals out.
Here's one I found - http://www.musiciansfriend.com/srs7/sid=021021101456198200153031949145/search/g=bass/detail/base_id/45029
I started playing bass on a cheap as hell Squier P Bass, I didn't like it but it did get me up to speed before I bought a MM Stingray. I played guitar for years before I picked up bass, that's why I went from cheap to high-end so fast. I just needed a starter for awhile to get a feel for it.
